I have the honour to transmit for your consideration the enclosed copy of a letter from the Acting Postmaster at Shanghai applying for the appointment of an additional shroff, and also suggesting certain changes among the Chinese employees in his office, both as regards promotion and the re-adjustment of their wages.

The Acting Postmaster General concurs in the recommendations of Mr. Dixon, which I accordingly submit for your approval.
